User can create article with empty content

Preconditions
User has permissions to create articles

Steps to reproduce
1. Go to article creation page and fill title field with correct data and leave content field empty
2. Press "Create article" button

Actual result
Article is created

Expected result
User should receive error message like "Article content should not be empty"
Same error should be displayed in preview.
