SEO should understand the language of the article

As a Googler I'd like to get English pages in the search instead of Russian ones

This is an analytic task in the first place - we should figure out whether it's possible at all to somehow tell (by headers or tags) SE that the page is in Russian/English/etc. This might happen anyway under the hood of Google SE, but let's know that for sure.
