Adding new user to group first time is not applied

1) Register new user and activate it
2) Add some group to restricted section of some permission (checked for personal permssions)
3) Add newly created user to this group

AR: User still have access to restricted actions
ER: User should be not allowed to do restricted action

If you remove user from this group, save and then again add all works fine.
