Permission EDIT_OTHER_POSTS should't give the rights to edit own messages and topics.

Case #1
Steps to reproduce:
1. Go to Admin panel, create New_Section and New_Branch in it.
2. Register and activate New_User.
3. Assign VIEW_TOPIC, CREATE_POSTS and EDIT_OTHER_POSTS permissions for New_User in New_Branch.
4. Sign in JCommune via New_User and navigate to New_Branch.
5. Create a New_Topic in New_Brunch..
6. Fill out the topic using the Data below:

Data
Topiс title: Topic_1
Message content: This is message

7. Click the "Save" button.

Actual Result: After creating the topic an "Edit" button is present.
Expected Result: After creating the topic the "Edit" button is absent.

Case #2
Steps to reproduce:
1. Select the topic you have just created (Topic_1) and click the "Answer" button.
2. Fill out the message using the Data below:

Message content: This is message 2

Actual Result: After creating the message the "Edit" button is present.
Expected Result: After creating the message the "Edit" button is absent.

Note: This bug was found in TC @JC-688 (#10) but applies not only to the Poll.
