As a tester I want to be able to use some method for creating a topic.

I need to specify

• topic type (code review or discussion),
• topic subject,
• topic body,
• sticked,
• annoncement,
• poll title,
• poll option list,
• multiple answers are allowed,
• ending date
• branch which will contain created topic

When a topic is created I need some method to add posts to this topic.
