      Description

      Steps to reproduce
      1. User2 creates Topic1(CodeReview1) in Branch1.
      2. User1 subscribes to Topic1(CodeReview1)
      3. User2 moves(deletes) Topic1(CodeReview1) to Branch2

      Actual result
      User1 doesn't receive email notification

      Expected result
      User1 receives email notification
