Tweet Plugin

As a User I'd like to have an ability to share a link to the current page if I want to talk about it
As an Owner I'd like people to tweet about my resource to get more visitors

Acceptance Criteria:

• The functionality should be implemented as "Tweet Plugin"
• Admin should be able to set properties like via, related, hashtags, size, dnt
• The Tweet button should be shown on main page and on topics page
