Access to branch permissions page without VIEW_TOPICS permission

      Description

      If we don't use Poulpe and administrator (by chance) restricts VIEW_TOPICS permission in Branch1 for own group - she can't manage any permissions for Branch1.
      This can be implement as access for all branch permissions pages for users with admin permissions for JCommune component.
