Server error instead of 403 is shown on moving topiс while other user restrict this permission

Preconditions:
You should have User_1 as admin
You should have User_2

Steps:

1. User_1 goes to administrations mode and allowes User_2 VIEW_TOPICS and MOVE_TOPIC permossions in Branch_1 and Branch_1
2. User_2 goes to Branch_1 select Topic_1 and press "Move" button
3. In window User_2 choose move topic to Branch_2 (Does not press "Move" button !)
4. User_1 restricted User_2 MOVE_TOPIC permossions in Branch_1
5. User_2 press "Move" button

AR: Pop up appears "We're sorry! The server encountered an internal error or misconfiguration and was unable to complete your request."
ER: 403 page appears
