Question&Answer: create comment UI

      Description

      As a forum user I want to be able to ask some additional information from question or answer author

      Acceptance Criteria:

      • Text area with "add comment" text is added after the question and each answer text
      • Each comment has edit and delete buttons (just icons, pencil and recycle bin, available if comment has been created)
      • By default we should show only first 3 comments. There should be a button/link to expand them.
      • Max number of comments should be 50.
