      Description

      Because comments are going to be used for a lot of topic types, it makes sense to get rid of extra tables and to refactor CR. Since it's a refactoring, no functional changes should be introduced.

      After the refactoring is done, CR should be fully regression tested. Note, that we have Automated System Tests for this purpose.
