User doesn't receive notification after editing comment in Code review

      Description

      Users who subscribed on Code Review topic should get notification about editing own or other users comments

      Steps for reproduse:
      1. Create User1 and User2. User2 has permission EDIT_OTHER_POSTS
      2.. User1 creates New Code Review topic in branch which has Code review and leaves comment.
      3. User2 edits comment of User1

      AR: User1 doesn't receive notification
      ER: User1 receives notification
