New Topic: The error message below the 'Topic title' field has incorrect information

      Description

      Steps to reproduce:

      1. Login and open branch where user has CREATE_POSTS permission
      2. Click "New Topic" button
      3. Fill 121 or more symbols in "Topic title" field
      4. Click "Save" button

      Actual Result: The information message below "Topic title" field is:
      ENG - "size must be between 0 and 120 ".
      RUS - "Размер должен быть между 0 и 120".
      UKR - "Розмір повинен бути від 0 до 120".
      ESP - "el tamaño tiene que estar entre 0 y 120".

      Expected Result: The information message below "Topic title" field is:
      ENG - "Length must be between 1 and 120 symbols".
      RUS - "Длина должна быть между 1 и 120 символами".
      UKR - "Довжина повинна бути від 1 до 120 символів".
      ESP - "La longitud debe ser de 1 y 120 caracteres".
