      Description

      User can't delete starting post of other user if he has permission 'DELETE_OTHERS_POSTS' but has no permission 'DELETE_OWN_POSTS'

      Pre-conditions

      1. User is logged in
      2. Topic from other user is created
      3. No comments in topic
      4. User has permission 'DELETE_OTHERS_POSTS'
      5. User has no permission 'DELETE_OWN_POSTS'

      Steps to reproduce

      1. Open topic from precondition

      AR: "Delete" button is absent
      ER: "Delete" button is present and possible to delete first post and topic
