Lower-case text in message error

      Description

      When we try to answer in any type of topic with invalid number of characters (0-1, 20001+), we see error message in English and Spanish, which begins from lower case letter.

      AR: error message on English and Spanish, which begins from lower case letter.

      ER: error message on English and Spanish, which begins from upper case letter.
