Error 404 is shown after clicking "Ask Question" without data.

Precondition:

1. User is registered and logged in.
2. At least one branch is created.
3. User should have VIEW_TOPICS, CREATE_POSTS, CREATE_QUESTIONS permissions.

Steps:

1. Open Branch and click on the button "Ask Question".
2. Leave all fields empty and click Ask button several times

Actual result: Error 400 page appears.

Expected result: User should see error messages for empty fields:
for title - "Length must be between 1 and 120 symbols" and for message content -
"size must be between 2 and 20000". Title page "Ask Question"

Note: Bug doesn't reproduce on Preprod, so it was introduced in 3.0
