Steps to reproduce
1. Login to forum and go to Administration mode
2. Open Administration pop-up dialog by clicking on JCommune logo
3. Hover a cursor over Session timeout field and overview it
4. Hover a cursor over Avatar max size field and overview it
Actual result
Session timeout and Avatar max size options do not have tooltips
Expected result
Session timeout and Avatar max size options should have tooltips
