Right now the constraints are [4;20], but it looks too restrictive. We need to change it to:
- minimum: 2
- maximum: 40
PS: if this will break the markup, poke the reporter and we'll think whether to change the restrictions or not.

Please change maximum value to 25 symbols (the same 'rule' was applied on 'javatalks').
Also please fix following problems:
1. Text on Sign Up page.
Change "Must be 3-20 characters" to "Must be 2-25 characters"
2. Username with 25 symbols is shown incorrectly on pages:
- main page, Last message column
- topic view page, user's part
- recent activity, Author & last message columns
- branch page (with list of topics), Author & last message columns
- topic without answers, Author & last message columns
Added "word-wrap: break-word" to places where long unseparated nickname breaks out of it's container. Anyway, I can't think of a sane person who'll take such nick. And long separated nicknames are already handled well.
Not sure about the status of the task - is it done or not? Because it's Closed, but in the same time it's Unresolved.
Also - what do you mean by Fix Version: tech debt?
Note, that constrains were changed to [1;25] during the JTALKSCOMMON-84 fix
