Permissions to admin for new instance

1) create database
2) deploy instance
3) run script to database http://jtalks.org/download/attachments/6422568/sample_sections.sql?version=2&modificationDate=1343493189000
4) create 2 users (UI)
5) create topic by first user
6) add second user to Administrators group (table: GROUP_USER_REF)
7) Sign in by second user
8) got to topic from 5 item

actual. Move, Edit, Delete actions not available (buttons not visible)
expected. Should be available
