      Description

      Remove Create_Topic and Delete_Topic permissions. In our solutions topic is just the first post, so it is pretty the same as CREATE_POSTS and DELETE_OWN_POSTS + DELETE_OTHERS_POSTS.
      Second reason is that just Create Topic without Create Post and vice versa seems as unusual case. For more details, take a look at wiki.
