User should be added to a group that's granted with CREATE_STICKED_TOPICS and EDIT_OWN_POSTS.
Just now I suggest take user pvolkov with paswd: 1 and branch: http://uat.jtalks.org/jcommune/branches/3
Steps:
1. Sign in
2. Go to a branch in which you can create, edit and stick topics
3. Create a topic
4. Click the button "Edit" in the created topic
5. Check the check-box "sticked"
6. Click the button "Save"
7. Return to the branch.
Actual result: Sticked topic is not shown as sticked. It's shown as an usual topic. If you'll look at the "sticked" check-box in the topic when you edit it, you'll see the unchecked check-box.
Expected result: Sticked topic is shown as sticked. It's shown is on the top of list of topics always. If you'll look at the "sticked" check-box in the topic when you edit it, you'll see the checked check-box.
