Personal Permissions: A user can 'SEND_PRIVATE_MESSAGES' and 'EDIT_PROFILE' when he/she has 'Allowed' and 'Restricted' permissions.

Precondition:
Jcommune user should exist and should be in the Registered Users and Banned Users groups.
SEND_PRIVATE_MESSAGES and EDIT_PROFILE should contain Allowed for Registered Users, Restricted for Banned Users.
Steps to reproduce:
1. Navigate to Forum using Jcommune user credentials
2. Click on the Profile link
Actual: Edit Profile button is available
3. Try to Edit Profile
Actual: The user can edit profile.
4. Navigate to the main page and select 'Click on the view profile' link for another user
Actual: Send message button is available
5. Try to send private message
Actual: The user can send private message.
Expected: If beeing banned in Poulpe user should be limited in operations of forum.
