Minimum lenght of items in polls is 3 instead of 1

If you create a poll with item's length = 1 (for example "I"), error message "item length should be 3 - 50" is displayed.
According to acceptance criteria items length should be in [1,50].

User should have possibility to define options like "I", "No", '+', "да" , etc.
