Permission Schemes. Predefined Schema

As an Admin I'd like to have a predefined Permission Schema with sensible default groups that allow me to quickly deploy JTalks without tedious configuration
Acceptance Criteria:

• While deploying clean Poulpe, a Default JTalks Permission Schema should be created. It should be Active by default.
