Add permission VIEW_TOPICS for anonymous user when create branch

We need VIEW_TOPICS permission on branch for anonymous user to show only desired branches for them. Currently if use such restriction anonymous don't see any branch.

Something like should be inserted for each branch: INSERT INTO `acl_entry` VALUES (89, 1, 23, 4, 6, 1, 0, 0);
