If there are too many sections, scroll bar doesn't show up

Steps to reproduce:

• Go to JCommune->Forum Structure and create a lot of sections and branches that eventually won't fit the screen

AR: there will be sections and/or branches that don't show up on the screen and there won't be any scroll bar.
ER: a progress bar should show up to allow to see all the content.
