Components Page. Name and description validation on adding new component or edit existing component.

Open components section, then try to add new component with empty name. Then try to edit component. Exception will throws to GUI.

Expected result: validation message shown('Component cant have empty name'), no exception at GUI.

Constraints NAME:
1) Not empty.
2) Max lenght 100.

Constraint DESCRIPTION:
1) Not empty.
2) Max lenght 256.
