alter PROPERTIES.VALIDATION_RULE table column to the value from COMMON (migration 18)

Currently Poulpe in some migrations touches PROPERTIES table which lays in Common scope. So now VALIDATION_RULE column is not correct (must be varchar(64) but is varchar(255), must be DEFAULT '' but is NO DEFAULT). Correct this column.
