Component editor dialog appears when it's no availiable component types.

When it's not available component types (forum/article) and add new component button clicked, component editor dialog appears, but it is unnecessary, because we haven't available components type and can't add new components. Instead appearing component editor dialog it's better to appear just warning message like "There is no available component types for adding."
