Language of email about removing topic must correspond to the chosen language of the subscribed user

Pre-conditions:

1. At least two users should be created and logged in
2. User1 has permissions: VIEW_TOPIC, CREATE_QUESTION
3. User2 has permissions: VIEW_TOPIC, DELETE_OTHER_POSTS, DELETE_OWN_POSTS
4. At least one branch with Q&A topic of user1 is created
5. User1 has disabled auto-subscription in profile
6. User1 choses page language in top right
7. User1 subscribes on own Q&A topic
8. User2 opens Q&A topic of user1

ER for email notifications in different languages for subscribed on Q&A topic user:
1. English:
qainstance@jtalks.org — Topic was removed
Dear <user>!
Topic "<Q&A topic>" was removed by <other user>
