Registered user can create posts

Preconditons:
1. You should be registered like User_1
2. Create "New branch" in section "test account"
3. Open permissions of the "New branch " -> In area "VIEW_TOPICS" and "CREATE_POSTS" choose "Registered users" for "Allowed" -> Remaining areas should be empty

Steps:
1. Open jcommune -> Login as User_1
ER: User sees the page like User_1

2. Open "New branch"
ER: "New branch" is opened -> button "New topic" is enabled

3. Click button "New topic"
ER: Window of creating new topic is open

4. Fill out 'topic title' and 'message content' fields -> click 'save'
ER: New topic is created -> window with new topic is open

5. Scroll down of the page -> Fill out 'message content' field -> click 'answer'
ER: New post is created
