Possibility to change branch's permitions not in administrator mode

User can change access rights to branch when he leaves administration mode.

Steps to reproduce:

• In administration mode on JCommune forum's page press button “Exit permissions” for specified branch
• At the upper right corner of permission page press “Administration\Exit administration”

Actual result: Buttons Edit permissions can be pressed.
So, it's possible to add users groups to the lists Allowed, Restricted for specified right.

Expected result: Possibility to edit permissions must be blocked when user leaves administration mode.
