The value from the draft is substituted when the Start discussion button is clicked

Steps:

1. Open any branch page
2. Click on Ask question at the dropdown menu on Start Discussion button
3. Type some text in the "Question" area and  details area
4. Press Back button in the browser
5. Open any branch page
6. Click on Start Discussion button

Result: The text that was printed in step 3 is displayed in The Topic title and Message content fields

Expected result: The Topic title and Message content fields are empty
