Create PREPROD instance with PROD DB

Create PREPROD instance with PROD DB.

• The instance should be available on http://preprod.jtalks.org/antarcticle.
• It should be configured to communicate with http://preprod.jtalks.org/poulpe for authentication
• Each time deploy happens the database from production should be taken, sql migrations should be run to change it according to new db schema.
• In the end the war file should be deployed to work with that database.
