Create article* / *Save* buttons and Preview tab does not work in case characters limit is exceeded

When user tries to create Article and input more than 100 000 latin or more than 32 500 cyrillic Preview tab and Create article / Save buttons do not work.
Test file (in attachment) has 32 283 symbols, most of those was cyrillic

Pre-condition: Tab switch

1. User is logged in
2. Create Article page is opened

Steps to reproduce:

1. Input text from attachment file (TestText.doc)
2. Swith to Prewiev tab

Actual result: Preview tab is empty
Expected result: Preview tab consists of Article text, validation message about characters overlimit is displayed

Pre-condition: Create article

1. User is logged in
2. Create Article page is opened

Steps to reproduce:

1. Input text from attachment file (TestText.doc)
2. Click Create article button

Actual result: nothing happens
Expected result: Validation message about characters overlimit is displayed

Note: the same situation is when user tries to edit Article and input more than 100 000 latin or more than 32 500 cyrillic
