Make JTalks apps' logs accessible via HTTP

At the moment if one of applications goes down (e.g. JCommune or Poulpe), we need to go to the server to figure out what was the reason (and it's not always possible right away). What we need is to be able to read the Tomcat's logs directory in order to be able read those logs via browser.
