ANSWER and SEND buttons are available for user without permissions

Scenario#1:

1. Sign in forum with username, which is restricted in SEND_PRIVATE_MESSAGES personal permissions.
2. Open Personal messages -> Inbox. Open a received message.

ACTUAL RESULT: "Aswer" button is shown
EXPECTED RESULT: "Aswer" button in received message is invisible.

Scenario#2:
1. Sign in forum with username, which is allowed in SEND_PRIVATE_MESSAGES personal permissions.
2. Open Personal messages and create new message.
3. Save new message in Drafts.
4. Add this user in restricted users in SEND_PRIVATE_MESSAGES personal permissions via Poulpe.
5. Open Personal messages -> Drafts, choose saved message.

ACTUAL RESULT: "Send" button is available
EXPECTED RESULT: "Send" button in draft is invisible.

Note, that in both cases it is possible to click on the button but 'Access denied page' is shown and message will not be send.
