Questions/Answers topic type

As a User I'd like to be able to vote for topics and posts so that I can both express my opinion on the quality of the thread/answer and see the opinion of others

Hypotheses:

• The ratio of high-quality answers will increase
• Mean number of posts in threads will decrease
• Proportion of unanswered topics will increase
• Proportion of low-quality questions will decrease
• Number of registrations will increase

Acceptance Criteria:

• On Topic List pages the number of positive or negative votes should be shown to the left of the topic title (without additional column). The number should be on the background colored with green or red.
• On the Topic page there should be 3 elements, all them should be placed to the bottom of the post to the right of User Info section:
  • Vote number. Should be the same as on Topic List page
  • Vote Up/Vote Down - should be taken from the bootstrap font, they should be pretty visible since they are very important
• User cannot double vote-up or double vote-down
• Chosen option should be highlighted so that user understands what option she chose
• User can change her mind and re-vote by clicking onto the opposite icon but can not remove the vote
• A separate branch permission should be created to allow/disallow voting
