Vote button is missed in poll
Preconditions: user with permission for creating topics is logged in Jcommune
Steps to reproduce:
1. Create topic with correct data in poll part
2. Overview created topic
Actual result:
There is no Vote button, do it is impossible to vote at all
Expected result
"Vote" button is available for all logged in users (in case they didn't vote yet)
Oops... Reproduced on UAT.
Topchy Alexey perhaps you need the database dump? if so, you can do it just via UI in poulpe

The 'Vote' button appears now, Actual Result=Expected Result
The bug is to be closed.
Regression testing: voting
Build at 08d62686ab9a8839890e9430090c1decadf282c1, deploy locally.
1. Create new topic at Форум / Наш сайт / Помойка
2. Fill name (a), text (aaa), vote (with 3 dummy options)
3. Save
Vote button appears.
