Create a topic with title

"><div><ul><li>HELLO, WORLD</li></ul></div>

AR: you'll see HELLO, WORLD on top left corner, take this example
ER: title shouldn't be vulnerable to XSS

Every page that was touched by JC-1247 should be checked for XSS attack.
