      Description

      We need to add tooltip for introduced new setting "User mentioning enabled".
      Message in tooltip:
      RU: Данная опция позволяет включить/выключить отправку уведомлений, если вы были упомянуты в сообщениях форума.
      EN: This option gives an ability to turn on/off email notifications, when you are mentioned in posts of forum.
      UK: Дана опція дає змогу ввімкнути/вимкнути надсилання сповіщень, якщо ви були згадані в повідомленнях форуму.
