Haven't permissions to open section when have permissions to view branch

1. create forum component
2. create section and branch within it
3. add permissions for branch: VIEW_TOPICS for Anonymous Users and Registered Users; CREATE_POSTS for registered users
4. sign-up and login to jcommune, you'll see the branch and the section
5. Click on Section

AR: 403 error when try top open section
ER: the section should be opened and you should see a branch there

Note, that anonymous user can open the section without probs
