Plugin runtime discovery and dummy plugin

Plugin discovery engine provide the following functionality:

• Being configured with some directory it should be able to explore this directory and search for the plugins
• Plugins found should be loaded into application and configured, if database offers sufficient configuration data
• Discovery engine should be capable of hadling FS changes and load/unload plugins accordingly

Also a dummy plugin should be developed as an example for future development
