Adding branches to sections

As an Owner I'd like to be able to create branches with description/name/moderating so that I can create the forum structure

Acceptance Criteria

• Given I'm in admin mode, I can see Add New Branch area surrounded with dashed line (see example in attachments) in the end of each section
• Given I pressed on Add New Branch area, I can see Add Branch dialog with the same fields and validation rules as in the Edit Branch pop-up
• Given I saved a new branch, it should be shown at the end of branch list of this section.
• Given I saved a new branch, Add New Branch area appears under that branch

The same technology as in the editing branges should be used.(without ajax, page should be reload )
Deleting and Moving branches is still available in Poulpe.
