      Description

      Test Environment: JCommune 1.9.1190, Mozilla Firefox 22, Google Chrome 28, Opera 12.16.
      Pre-conditions: login jcommune with user which have admin permissions, enter administration mode.
      Steps to reproduce: put cursor to the «External link editor» button.
      AR: tooltip of following design appears: black text on white non-transparent background (see attachment).
      ER: tooltip of common design appears: white text on a black semi-transparent background (see attachment).
