      Description

      As an admin, I want to have current captcha as a separate plugin so that I can switch it off and plug in a better solution if needed

      Acceptance Criteria:

      1. Existing Captcha algorithm should be moved into Kaptcha Plugin
      2. it should be available at Plugins page with Enabled checkbox and Configuration link
      3. Following parameters with default values are available on configuration page:
        1. Width = 100
        2. Height = 50
        3. Possible Symbols = 0123456789
        4. Length = 4
      4. Enable checkbox is not checked by default;
      5. if plugin is enabled, capture is shown in the same way as before moving to plugin
      6. if plugin is not enabled, no captcha is shown during registration.
