It is possible to edit external links not in Admin mode

      Description

      Steps to reproduce:

      1. Resize your browser window to collapse header menu (with profile, messages, languages,etc.) into 1 button
      2. login as an admin user
      3. open header menu
      4. click on the cog icon new Links label

      Actual result: External link editor dialog is opened
      Expected result: there is no possibility to open external link editor if user is not in Admin mode
