Unforeseen border around external links editor dialog

Steps to reproduce

• Login to Jcommune forum http://qa.jtalks.org/jcommune/ as admin/admin
• Go to Administration->Admin Mode
• Press cog icon to open external link editor;
• Add new external link.

Actual result
Orange border is shown around Edit button near just added link (see attachments).
Expected result
No unforeseen borders around buttons or dialog form.
Note, the same border appears after openning external link editor.
