404 Error when configuring Plugins in Administration mode

      Description

      404 Error apears when choosing Configure action for plugins in Administration mode.

      Steps to reproduce
      1) Sign in Commune forum as Admin
      2) Go Administration -> Plugins
      3) Choose Configure action

      Actual result
      404 Error
      Expected result
      Plugins configuration pages appear.
