Show branch permissions

As an Admin I'd like to be able to see the branch permissions so that I can afterwards manage them

Acceptance Criteria:

• An Edit Permissions button should be located near the branch name in admin mode
  • Note, that button should be shown for new created branches also
  • Note, that button shouldn't be shown for deleted branches
• An "Edit Permissions" button doesn't not appear near the branch name, if user is not in admin mode
• When pressing on the button, admin is redirected to the page with permissions
• The page contains all the permissions and Allowed/Restricted rows with groups listed (as in Poulpe)
  • Note, you can't edit permissions, the permissions available ONLY for view.
